Job Description:


Professional civil engineering position responsible for the planning, coordinating, budgeting, design and construction of utility projects, and reviewing the work of contract utility engineering firms and construction contractors involving potable water, wastewater, and reclaimed water. Reviews and approves the design and construction of utility systems within private development projects. Work requires a high level of independent judgement and initiative, customer service and communication skills, and is performed under the general direction of the Utilities Manager.

Essential Duties and Responsibilities:

Serves as project manager for capital and operational projects in water and wastewater treatment and reclamation, water distribution, and wastewater collection systems. Participates in planning and scoping, bid document preparation, permitting, and execution of capital improvement plans and projects; acts as liaison to outside agencies; administers contracts, reviews pay applications, and ensures the completed project complies with the bid documents and City standards.

Utilizes professional engineering standards, reviews plans and specifications; uses AutoCad to design solutions, expansion, construction, and relocation projects.

Coordinates and maintains positive relations with various vendors such as developers, contractors, consultants, the public, and City departments.

Reviews proposed and current development projects within the City for utilities sizing, placement, and connections.

Prepares detailed plans, profile drawings, bid analysis, specifications, and cost estimates for a variety of construction projects and contract documents.

Negotiates and oversees consultant contracts and projects. Reviews plans and specifications for conformance with project scope and City standards.

Corresponds with developers regarding water and wastewater system performance and capacity to serve prospective development flow and demand.

Assists Utilities Manager and supervisory staff with equipment operations troubleshooting activities and solutions.

Coordinates engineering work with other utility sections to identify design solutions that best meet the operational and maintenance needs of the organization.

Prepares requests for proposals, reviews bid submittals, and participates in pre-bid and pre-construction meetings.

Develops the project scope for design and construction administration services.

Monitors construction for compliance with design objectives, including coordination with design engineers, contractors and staff for various projects.

Reviews subdivision site and developer plans and legal descriptions and researches information regarding rights-of-ways, easements, water lines and sanitary lines.

Assists other department personnel in responding to residents and utility customers.

Inspects City Utility Department projects and maintains records, reports, and pay estimates of projects.

Facilitates resolution of construction disputes.

Reviews, develops, and updates design standards including guidelines, codes, plans, and specifications.

Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.

Meets attendance requirements.

Promotes positive customer service environment internally and externally.

Performs other job related functions as assigned.

Supervisory Responsibilities:


Education and/or Experience:

Bachelor's degree in Civil or Environmental Engineering or related field, supplemented by at least eight (8) years of previous experience that includes utility operations and/or engineering design and construction experience, or an equivalent combination of education, training, and experience.

Qualification Requirements:

Possession of a valid Florida driver's license.

Registration by the State of Florida as a Licensed Professional Engineer or ability to obtain within six (6) months.

Knowledge of rules and regulations that affect the water, wastewater and reclaimed water utilities.

Ability to work with operations staff to develop solutions for resolving issues that affect compliance with the regulatory agencies.

Ability to utilize a variety of advisory data and information, such as engineering manuals and land development codes.

Ability to use Microsoft Office products.

Ability to use AutoCad and/or water and sewer modeling programs is preferred.

Ability to meet job demands under some stressful situations.

Ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5 - 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.Some tasks require visual perception and discrimination.

Ability to read, and comprehend technical and scientific documents and literature, memos, legal documents, plan sheets and drawings, layouts, mechanical drawings, and manuals. Ability to write engineering memos, business letters, engineering reviews, and summaries.

Ability to speak clearly and concisely relating information, details and procedures to layman on engineering principles and applications. Ability to perform advanced mathematical functions relating to water and wastewater utilities.

The noise level in the work environment is usually moderate.

Exposure to environments typical of those associated with sanitary sewer systems to include solid, liquid and gaseous forms of domestic and industrial waste streams which may also exhibit periodic septic characteristics.

Occasional field work in excavation work areas and near high traffic roadways. Awareness of proper work excavation and traffic control standards are necessary for safe performance of work.

Work is occasionally performed in plant and remote areas; on equipment housed in deep and high structures; and with exposure to electrical components and high rotation speed mechanical equipment.
